we always chip our puppies & the chips are kept registered in our names, the new owners are made aware of this in the contract. so if the dogs is picked up it comes back to us & not the owner............then they have to explain why the dog was out on its own

Totally spot on.
We are exactly the same in rescue for the same reasons. They might get forgiven once but never twice. Dog would be straight back with us.
